Reflections on Building Community
by Jessica Carlson
May 22, 2026
For me, serving alongside the Highlands County Tobacco-Free Partnership has never just been about meetings, reports, or initiatives. It has been about people. It has been about building relationships, bringing organizations together, and finding ways to create a healthier future for our community.

My name is Jessica Carlson, and I have been involved with the Partnership since 2021. Without question, my favorite part of this work has always been the community partnership itself. I’ve had the opportunity to work alongside passionate community leaders, healthcare professionals, educators, law enforcement, local businesses, faith organizations, and volunteers who genuinely care about Highlands County. Some of the most meaningful moments were not the large accomplishments, but the everyday conversations, collaborations, and connections that reminded me how much can happen when people come together around a shared purpose.
This experience reinforced something I’ve always believed—lasting change happens at the local level. It happens through trust, consistency, and people willing to keep showing up for their community. There is still so much left to do, and I hope to stay involved as the program continues to evolve and grow in new ways. I’m incredibly grateful for the opportunity to have served alongside so many dedicated individuals and organizations throughout Highlands County, and I know the relationships and momentum built through this Partnership will continue making a positive impact for years to come.
